Removing Ford 9N Throttle Lever and Starter

Can anyone enlighten me on how to remove the throttle lever from the dash properly. I'm trying to restore my grandpa's old 1940 9N and don't want damage the cast aluminum dash trying to get it out.

While we are at it, I'm trying to remove the starter and I can't seem to get it out. I have loosened the two super long bolts but it seems to be caught on something.
 
Put a couple of nuts on the starter bolts-if it comes apart u will have a new problem to deal with..the starter has to come up and lift the starter nose up so the starter drive can clear the flywheel starter ring gear and come out....usually the closer u can hold everything tward the engine, the better..It'll come out, just keep working with it..
 
I can't seem to pull it far enough out to put nuts on. I have about a 1/4" gap and that's with the bolts to the point where I could pull it all the way out if I needed to.
 
It'll come out-just keep trying different angles..most recent one I removed was a couple of weeks ago on my Dad's 2N--raised rear of starter up and shoved it as far as possible against the engine-came right out--Dad had the privilege of putting it back in and apparently had no real problem---- yea, we have both done this lots of times before..just don't let the starter come apart......Keep at it and you will look back and realize ut was really easy...some folks grind and egg shape the housing hole to make it easier but I'm not going to do that...
 
1/4 inch might be enough to get nuts on the bolts.
Or at least one of them. Good advice if you can.
It sounds like your starter drive gear is still engaged.

Tilt the butt end (left hand) of the starter down and towards the block.
Then lift the front/right hand end up and away from the tractor.
Pull it over and beyond the flywheel.
Many of the flywheel openings are widened in the 2 O'clock
position to facilitate this removal. Yours may be too.
It will be obvious once you know to look for it.
The starter hole is not round but egg shaped.

If you hold your mouth just right, it will come out.
And go back in. Starter drive engaged or not.
 
Here is a picture of the rod dis-assembled from an early 9N. If you have the aluminum dash and steering housing there is a hole tin the dash to access the small pin shown in the photo. This pin needs to be driven out from the dash side placing a small punch through the hole. Be sure to soak the pin with a good penetrant to help remove it. The tapered key holds the spring in place through a slot in the throttle lever.
