This thing is throwing me for a loop, no master mechanic but know and understand how things work.
I'm getting spark on all 4 plugs with my plug tester. So I went to fuel. Now since it sat for 2.5yrs I just went ahead and rebuilt the carb. Before I rebuilt it, it would fire and run for a couple minutes then die and not restart so I thought maybe lack of fuel since it was getting good spark, now it won't start at all. I'm not getting fuel through carb to the drain plug but is getting through the lines to the carb. I have torn the carb back down and blew out the jets and replaced the float to cover my bases, I'm just stuck now.

A couple of thoughts.
Will it fire with starting fluid?
Are your plugs fouled from flooding?
Often, just blowing out the jets and
passages in the carb isn't enough.
You have to poke in there with a small wire
or torch tip cleaner to clean them out.
 
Is your plug tester a light or does it have an adjustable gap opened to 1/4"?

First, put your battery on a charger. (see tip # 60)

You need a strong battery to:

1. Spin the starter

2. Engage the bendix

3. Provide voltage to the coil.

As the battery gets weaker, the first thing to fail is your spark.

In addition to charging the battery, you may need new cables as well (tip # 41). And, don't forget to clean all the grounds, to include the mating area between the starter & the block.

The more current you use to spin the starter, the less you have for the ignition.

Next, replace the plugs. As UD suggested, you may have flooded it, they're fouled & it will be it next to impossible to start. You don't need to toss them; heat the tips for a few seconds w/ a propane torch to burn off the invisible spark-robbing deposits from today's additive filled gasoline........or wash them in brake cleaner.

Lastly, continue to use starting fluid. If that doesn't work, time for more carb cleaning.

If it's a light, you may well have a spark
problem. Open the gap on an old plug to 1/4
inch, ground the plug to the block and see
what happens.

While its true that spark is often the cause of no start problems,
if you're not getting fuel through the carb to the drain plug you
have a carb problem. Especially since you said you had fuel
through the lines to the carb.

I would still do as suggested and make sure you have good spark,
but then you'll need to figure out what isn't right with the carb.
An off the cuff guess would be a stuck needle or the floats hung
at the top of the bowl assuming they were set correctly or for
a remote possibility. a completely plugged elbow/screen inlet.
