governor - new or rebuild

The governor on my 49 8N was not responding well. I took it apart and found there was no e-clip. A couple of the balls have small flats and there are small divits on the back plate. The bearing and bushings are loose. I see a full rebuild kit for $165 or a new unit for $196. http://www.ebay.com/itm/Governor-Ford-8N-8N18204B-/401120737685?fromMakeTrack=true
Is anyone familiar with this unit from All State Ag Parts? I asked if the unit comes with the gear but have not heard back yet. If not could I press the gear on without disassembling it?

I went thru the same thing with my 8n governor several years ago. By the time I priced out the replacement parts it was less expensive to buy a new governor which I did not regret along with a throttle to governor rod and a new governor to carburetor rod. All the parts came from this site.
