By the time the 3600 was built, there were tire and wheel options, so they are not all the same. The common wheel rims for the 8N are 28" diameter and have 6 loop mounting lugs. (Ya, I know the hat rims were original, but the 6 loop 28" rims have replaced most of the rusted out hat rims). The rim width is not critical, but 9", 10", and possibly 11" widths will fit. So there is some possibility that rims off the 3600 might fit, but don't bet on it. Check their size, and then make your decision.

24" tires were optional after 1965. But I would guess that 90% of them came with 28s which would bolt onto his centers.
More troubling to me would be the fact that his N needs 10x28 rims and a 3600 would use 12x28. That's 2 sizes bigger and sad but true, not a fit for his tires.
