(Another) 8n hydraulic pump question

First this was the problem I was having. When I would engage the pto, the lift would raise all the way up and then lower to the position the touch control was set. It would then function properly until the clutch was pressed in.
So far I removed the top cover and replaced the bent control rod with a straight one. And adjusted the linkage per manual specs (position control spring was adjusted too long). Surprisingly the cam follower pin is in great shape. The cylinder is in really good condition but the piston needs replaced.
Now for the pump. It's fairly clean but could use a cleaning. I removed the valves and have them soaking. What I'm not sure of its the intake control valve. Should I be able to move it? It is sticking out about 1/4"and doesn't go in at all and the rocker lever doesn't contact the pump housing like the manual states.
 
It wouldn't let me edit. I meant to ask does the pump need to be engaged in order for the intake valve to move. If not then that would explain everything.
 

Guess I should've explained more. Once the clutch is pressed in then released, lift will once again raise fully up then return back to the height is supposed to be at. It will then raise and lower properly until I press the clutch in again

You do know yer hydraulic pump is driven by yer PTO shaft and when ya clomp yer #13 clodhoppers on yer clutch pedal, yer PTO is gonna STOP pumpin' and guess what??? Yer lift is gonna settle. ........respectfully, the amazed Dell
 
The control valve/s must move freely in and out full travel. That's the only way the lift is going to work.

You should never remove the "valves" from the pump. Just no good reason to do so. If you mix up the valves with the seats you have damaged the
effeciemcy of the pump for good. Each valve has a wear pattern that only fits that seat. Move it and ruin it.

Thanks zane. Want sure but I figured the control valve was supposed to move with the pump off. So that explains why the lift raises when engaged. I'm confused as to why I'm able to raise and lower the lift if it's stuck open. Any suggestions on how to free it up. Also when I say I removed the valves to clean, I mean the four on the sides. I did read to keep them separate to put back where they came from so I did.
