No reverse?

Ok, so I'm waiting on parts for for the front half of my 52 8n so I decided to give the back half a look over. I opened
the 3 drain plugs, out of the trans came white milk shake, out of the center plug came lots of water follows by white
milk shake, out of the rear plug came mostly water then a little black looking oil. I have been pumping transmission
fluid through the motor to try and break up some of the sludge in the motor and oil system. Anyhow today I decided
while I was cracking over the motor I was going to be sure that the transmission at least functioned. I put it in all the
forward gears and eased the clutch and the tractor tries to go forward. Put it in reverse and noticed that not much
seamed to happen. When I let the clutch out it did nothing. There is a fork or something I can see moving through
the full hole when I put the gear shift in the R position. so then I decided to remove the top cover on the
transmission. The front row of bolts are sitting against the dash piece of metal, is it supposed to be that way? Should
I have to remove or loosen that just to be able to take the top cover off? Anyone have a clue what I have going on?
 
Forgot to mention, VERY IMPORTANT: at the rear of the top cover is a tab that holds the shift detent spring down. Be very careful that that does not fly away or drop into the case.
 
Got ya! Are those front bolts supposed to be against the dash? Can't get a wrench or even a thin walled 1/4 drive socket on the center bolt. I'm wondering if something has been whopper jawed
