8N brake pedals, height of pedals??

On a 51 8N with new brakes adjusted as per manual the rt. brake pedal is higher than the left. It's always been like this. You can step on the right but to get the left to apply all of the way you have to side step the right. Left pedal is as high as it will go, hits running board. Both brakes are adjusted evenly with the adjuster in the drum. Is there a way to get them closer to applying at the same time? Is the right pedal keyed on the shaft where the pinch bolt is?
 
The rods are adjustable which will raise or lower the height of the pedal. The clevis and adjusting nut are on the rear of the rod by the axle trumpet.

Left side has a rod with a clevis, right side has no rod. Left side pedal is as high as physically possible, it hits running board. The only way the right side could be adjusted is if the pedal assy can rotate on the actuator shaft that runs from the trumpet to the brake.

Yep. Brain fart here; got it bassackwards.

There is a key on the shaft (p/n 74156-s); I just checked the MPC to make sure I wasn't having another brain fart!

Ok, anyone have a suggestion? If the rt. is keyed I can't rotate it, and the left is as high as it will go.
In my mind the only way to equal them is to back off the right adjuster in the drum. Anyone with another idea?
