Has anyone ever routed their fuel line under the plug wire conduit? My thinking is that I could get fall on the entire length instead of rising slightly.

Won't buy you anything. The flow is already more than adequate to keep up with the engine.

The reason I ask is that the tractor is always slow to start . If I put my mouth over the filler hole and blow into the fuel tank , it will start
immediately. Just wondered if I was getting an air lock in the line.

The problem would be just the opposite: a vacuum lock.

It's a gravity fuel system. If you do not have air in the tank, fuel flow is reduced.

Why don't you just check for fuel flow by removing the bolt in the carb bowl? Let it run in a can for 30-45 seconds. If it doesn't, you have a restricted flow. Remove the gas cap & see if it's a vacuum lock. If it is, the tank vent is likely clogged.

Get a vented cap.

If that's not the cause, then 1 or more of the fuel screens are clogged.
