Weird rear tire tread

Just picket up a used back rim and it came with a tire on it, so I decided to throw it on and see if it will last until I solve my current tire problems.

I've never seen a tread like this, though. Looks like a pretty normal 45 degree bars, abut the bars seem to be hollow with another piece inside. Oh and it looks like the tread has been glued on. Do they retread tractor tires?

Anyone know what I got, please let me know.
 
Do they say Armstrong on them? They had some trouble with the lugs in late 60s early 70s. So vulcanized some more rubber on them.

The ones on my 3000 are like that and been that way since I got it 5 years ago. One tire looks great the other about a third of it looks like you could peal it off and another tire is under it. They are Armstrong HI-POWER-LUG. They are loaded with 500lbs of wheel weights on each wheel. I don't think they are retreads I think that's just age.
