Was it surging before you replaced the carb and why did you replace it? Could be as simple as adjusting the carb.
 
yes it was. just had a problem getting gas, put new kit in old carb etc so put new carb on out of fustration. hard to fnd someone around here that knows carbs and points. im not mechanic but seems like a govner problem. thanks for your response
 
if the governor is 'hunting', it's doing its job to keep the engine running. (hunting....up, down, up, down rpms)
usually a mixture problem is the culprit.
mixture...the adjustments of course, but a fuel blockage, vacuum leak is also a mixture problem.
float/leaks/overflow problems will also get the hunting started, but that is usually easy to see, every time the engine recovers there will be a puff of black smoke.

just wanted to add, that on most governor engines,
put the engine at 1000rpms or so, grab the governor to carb rod,
brace your hand so it can't move at all.
your engine should sit there running happily...no stumbles, no misses...
if it doesn't, back to work on the carb/fuel and ignition :)
 
David.........before you go jumpin' to conclusions about yer governor, lets try adjusting yer carbie. Set the down-pointing MAINJET to 2-turns and LEAVITT!!! Adjust the side-pointing idlemix for FASTEST idle NOT SMOOTHEST idle, understand the difference??? Then adjust the behind the carb idle speed fer slowest idle. Ennythang under 500-rpms is good. I have actually adjusted my eazy starting 6-volt '52-8N to 350-rpm so it can bee done. Yer side-pointing idlemix shud be 1/8-1/4 turn. ..........HTH, Dell yer self-appointed sparkie-meister

Have you checked fuel flow thru the carb by removing the plug in the bottom of the carb? You should be able to fill a pint jar in 2 to 3 minutes, any long and you have a fuel blockage. Only open fuel shutoff valve 2 full turns.
