2n slow turning over

My 46 2n (12volt) is very slow turning over . I use it mainly for pushing snow but I try and start it ievery month and let it run for a while.
Last month was great but now it's very slow to turn over . Battery is charged to 12.6 volts. Tried another good battery . Cleaned both terminals
plus both ends of leads . No luck . It's certainly seems to be an electrical issue but not sure where. Any ideas?

Try the start it then feel the starter. If it is hot then good chance the starter it self is going bad. Pretty much has to be either the battery but you pretty much ruled that out or bad start or something wrong in the engine it self. You also might try pull the spark plugs out and make sure it doesn't have coolant etc in the cylinder
 
something wrong there.

what's the battery ground strap look like. you may have an ultra poor ground .. location should be to good clean, unpainted, non rusty metal.. and I don't mean a battery box, or something flimsy bolted to something else bolted to something else with paint and rust inbetween.

Cables can deteriorate internally. What happens if you jump with a good known battery straight to the starter? Make sure tractor is in neutral.
