9N 3 pt hitch question

I bought a 9N, previous owner stated 3pt had been working but recently quit. It will pick up arms and lower them when nothing is attached, but will not pick up any weight. Drained fluid and replaced. There was no water in fluid. I did replace the check valve and that did not change anything. Opened inspection plates, no fluid coming from top down, only a swirling motion in the fluid around the pump in the bottom of reservoir. Interesting note, we can put on a 2 bottom plow, move lever to raise, it will not go up. We can manually raise the plow by hand and the 3pt will hold it up in the air and not go down until I move the lever. Could this be a weak pump in need of an overhaul? What else should I look for?

Fluid movement should be very little. Yes you should see a little but not a whole lot. Sound like one I had that had blown pump gaskets
