flooded carb question

I have read in past posting some of you pros say... if you take out bolt in bottom of carb and it drips out it's flooded, if it runs well gas will be flowing out the bottom of the carb. explain for my knowledge or maybe I missunderstood

"missunderstood " is correct.

Bowl drain should flow continuously when you remove the plug. The drain strainer in the bottom of air inlet tract will drip fuel when flooded (ideally never).
 
JMOR's got you covered, just thought I'd add a picture.
The circled part (strainer/vent) should not leak unless flooded.
The brass drain plug to the right should run steady when removed.
