Oil Bath Air Cleaner

I had to remove my air cleaner assembly due certain situation not to mention a the dirt dobber nest in it. Gave it a though cleaning my question is the oil bowel does the oil go into both rings or just the outer ring. When I drained the cup of oil both the center and outer ring had oil I realize the outer ring takes oil but does the center compartment ring require oil as well?

Yes...there should be a fill line on it

There are also holes in that ring that let to oil flow through so it will be at an even level.
