1946 2n Brakes

So my 46 2N has zero brakes, I'm thinking, pop the axles out, add some sure seals, new brake shoes and hardware, bim, bam, boom I'm done. Not so, Axels are out, and it has sure seals......yet the brake shoes are covered with grease, not oiling looking fluid but what feels and looks like grease. So all I can figure is maybe someone put too much grease in the bearing cup? I guess I want opinions on the original seals, are they still ok to hold the grease in if I don't over pack it? Or are they done for? Thoughts, ideas welcomed.

Signed needing to move dirt, but tractor on jack stands.

I would remove the the old sure seals and repack the bearings, install the new sure seals. Then clean all the grease out of the drums and clean the felt seal that goes around the drum. Replace or reline the brake shoes.

I put sure seals and relined the old shoes on my 9n back in 01. They are still working.No signs of any leaks.
