LATE 8N Pitman Arm Gap

Large gap between pitman arm and felt seal on left side. Can't seem to get pitman arm on any tighter. Anybody have some tricks to get the gap closed or is this normal ?

My Jubilee has a larger gap on that side than on the other too.
This picture was taken before I put the steering boots back on
and tightened everything down, but it shows the gap.
I stuck an extra felt dust seal in there to close it up.
I'm not entirely sure if it is normal, but it's working fine.

I read somewhere here on the board that it takes 2 felt dust seals per side. I installed 2 per side and it closed up the gap.
