48 8n front mount 6v, when trans in neutral, clutch out, pto engaged should the pto be able to be turned by hand. ? This is a preliminary check I was trying before I have this tractor running, A new to me one .
 
Tracy's right. PTO will run any time the clutch is out.
In gear or not. So trying to turn the PTO would turn the engine.
Push the clutch in or disengage the PTO, then it should turn.
