An interesting gauge

Hi,
I grabbed this off of fleabay the other day.....never mind the unsightly green color. :shock:
I couldn't find any info about it online. Any ideas when Stewart Warner made these? It seems to be a universal kit...It looks to be complete. I don't know if this is the right place for this thing, but it's going on my 2/8N.
