Distributor rebuild questions

Greetings Forum Chums!
I decided to really tear in to the 45 2n Dizzy.....decided to replace the distributor and breaker plate bushings....there is very little in the IT manual regarding the front mount dizzy....on the back end of the dizzy, there is a screw in the offset tang that fits into the cam...I took the screw out and discovered some oily packing....and ...I cant figure what is going on here....what is the purpose for the screw and packing?....I am sure that it is something completely obvious and I am about to feel very foolish......sure is not to hold anything together....the retainer and thrust washer are doing that...can someone enlighten me?? il from the oil soaked packing is the source of oil for the breaker plate bushing. See the hole in shaft that aligns with bushing?
 
AHH....above the lobes on shaft....got it!......so good idea to remove screw and soak packing on occasion I surmise??

would expect those occasions to be few & far between, as Ford staked that screw in there as if to never be removed. Maybe oil it every 50 years. :)
For those who cannot remove the screw, a syringe thru the shaft hole should be fine.
