Steering box rebuild help needed

I have a 600 that I have the steering box apart with all the new parts on. I'm having problems putting the thing back together aligning all the gears.

I know which gear goes in which hole. How do I line up all the teeth between the two arms and the worm box?

I noticed one arm has two flat spots no teeth the other has one large area no theeth.

Pictures are great.
