Thank guys for all your great advice, when you mention the spring, I back off the nut on the draft control lever and tap the handle so the friction pad was not working. And removed the stopper as well,and doing so I found it spring all the way to the top!. Started the tractor and the lift arms raised and lowered perfectly.
