PTO lever engaged but when I release the clutch the shafts won't turn and the motor is under strain

More info please..Had it been working then suddenly do this--Did this happen after hitting a solid object like an ant mountain or stump?

Worked just fine, had a harrow plow on then put a disc on and that's when I noticed it stopped, didnt hit anything

3pt won't lift either.

Yea, PTO shaft must turn for the pump to work so it will lift. I'd remove the cover where the PTO lever is located and take a look inside-others will chime in about exactly what to look for-it might be obvious.

Could the pump be seized, opened the covers and nothing looks out of the ordinary.

Seized pump is possible-Had it been making knocking or other noises?

Easy to check your pump to be sure it is free--Tractor not running, put it in neutral and disengage the PTO lever-now turn the PTO shaft by hand--should turn easy.Of course, if the shaft is locked up somewhere in front of the pump you still won't be able to turn it..
