Felt Gasket

I am rebuilding the brakes on my '54 NAA. The backing plate has a felt gasket that fits in the groove on the outside perimeter. It's to keep dirt out of the brake drum. After installation of the felt, the brake drum no longer fits over the backing plate. Is there a trick to getting the felt to seat far enough down in the slot so the drum slips over it? Should the felt be glued in with some type of gasket sticky? Thanks.
 

You can delete the felt are split it in haft till it fits... No glue needed No felt needed either... I dunno why felt is there to start off with...
 
When I did my brakes, I split the felt in half and stuffed it in there, just because. Not sure that it will really keep dirt out anyway.
 
Thanks for your replies. This morning I decided to cut the felt, leaving about 2/3rd in the groove with a little sticking above the backing plate. Now fits into the brake drum but still rubs against the drum. So, whatever dirt it was supposed to keep out, likely will stay out.
