I pulled my fenders apart and posted that I had to drill the rivets.

I planned to use button head torq screws to replace rivets and Dave suggested ribbed neck carriage bolts. I found a guy on ebay that regularly sells grade 5, 3/8 x 1 1/4 ribbed carriage bolts and flanged nuts in 25 packs. Installed and cut off the excees length and looks good to me. Thanks Dave!

here it is BH, you will have to copy and paste cause I don't know how to linky linky. It takes 10 bolts for each fender. I had some rust through spots in a few places and used strips of bi-axial 45 degree fiberglass matt and woven roving to repair.
