Rotating / lockable brackets on Fenders

What do you reckon these brackets were most likely used for? A few around here have suggested part of a ROPS, but they aren't beefy enough for that. I'm thinking probably a canopy or shade of some sort.

YES...mounting brackets for a 'three bow canopy!!!!

YT sells them here, in the misc. section, under tractor parts.
