did this type air cleaner come from factory or was it dealer add on?

These air cleaners can be full of caked in dirt. I soaked mine for a number of hours in kerosene, then washed it out with clean kerosene until it ran out clean. You would not believe how much dirt was in the old filter.

Let it drip dry for 24 hours, placed it back on the tractor, filled the oil reservoir up, tractor ran fine, may be old but it has a clean air filter tower.
