From where I sit it seems to have only a few issues, none a deal breaker.
How long before takes up residence at your place?
I have same running boards on my 2N and really make getting on and off easier.
 
I am thinking that is a 1940 9N. Very similar to one of mine. Smooth axles, 32" wheels, Alum dash, single rib fenders, Safety starter on trans cover. I had a lot of fun 'restoring' mine.

Looks like a 1940 9N between serial# 9N14000 and 9N25000 with the key switch under the left side of the dash and a hole for the ignition on light. So maybe it is # 9N208_ _?
 
Steve.........I see a 12-volt alternator. Looks like someone got a spray painter set fer XMAS. 9N's have 5-bolt WIDE hubs. Looks like 6-bolt 8N's. Funnky blue plywood rear seat. How'd it start? Unless yer plannin' on makin' a trailer queen, I wouldn't worry about the color. ........Dell, yer self-appointed sparkie-meister
