8N Axle Rear Seals

I am replacing a bad axle and seals (Threads were stripped) with a used axle from E-Bay and a used hub from John Smith. Both look very good, when I adjust the bearing load, the axle will turn with no effort and one side will turn the opposite way like they should . When I tighten the hub down on the axle I cannot turn the axle without a bar. The hub still has room before it goes on to far into the axle splines. I put the old hub on and does the same thing. The opposite axle will not turn with hub installed, loosen the hub and everything turns as it should. What am I missing. I must have changed a couple of dozen of these hubs and seal without any problem.
 
AM ABOUT TO DO SEALS ON BY EARLY 47 8N, FROM WHAT I READ UP ON IT HAS SOMETHING TO DO WITH ADDING OR SUBTRACTING SHIMS SO THAT WHEN HUB IS YIGHTENED DOWN ON THE AXELS DO NOT TOUCH.IF THEY TOUCH BOTH WHEELS WITH TURN THE SAME WAY. hen bearing retainer is tightened, NOT hubs.
