What do you use to clean the oil cap stuffing as it gets dirty?

Put it in a empty paint can and cover it with your degreaser of choice. Let soak overnight, rinse, and you're ready to go.

I have used kerosene for that type cleaning.

Let it soak for an hour, then rinse it out well

Let it drip dry.

You will be good to go.

I also clean the up right air filter tower in the
same manner,

Can also buy one of them blue green fiber cheapy cut to fit air filters at WalMart, has enough material to make about 20 radiator pads and 30 oil cap filters.

The fiber material in mine is falling out and the wire no longer holds. I it time for a repop or can I but just the filling material?
