governor shaft seal

Does an 8N have a seal on the shaft of the governor? I'd look, but since its facing the motor I'd rather have a new seal before I remove it

I found this part number- 9N18183 which says governor dust seal. would that be the shaft seal?

I've got a very small oil leak from my governor. I tried changing the gasket twice and no luck so im thinking its coming out of the shaft.
 
9N 18183 is the seal for the throttle lever shaft and could be bad but I would also check the mating surface to the engine, it could be warped.
It can be remedied by sanding the face down a little using 80 grit sand paper on a nice flat surface, applying even pressure and rotating it.

I don't think its the mating surface.

I've had the governor off twice to reseal, with new gasket and with gasket maker too. never stopped the leak

when I look at the governor while bolted to the tractor, the oil is at the rear of the governor, under the shaft, not the front.
