8n brake return springs

My newly purchased 1947 8n came with a new set of brake pads and two brake return springs because the last owner ran out of time to install them. My service manual says it needs 3 springs (two on one side, one on the other) The New Holland dealer says I only need the two I have. Can anyone let me know how many I really need? Where I'm located, I have to order the parts, and returning will be difficult. I need the tractor, and don't want to take the wheels off and find out that I need a third spring and be stuck without it for awhile.

right on a 8n ford.
