Dan,

Maybe is is a home made support for a swinging draw bar
and maybe some sort of stops were bolted to those holes I see to limit the swinging range of the bar.

I don't know what it's for. But I have a 2N that has something like that also. I've been wondering why it's on there.

FD yours looks more like a shield to keep grasses and other stuff (like your pant leg) from getting to close to the ORC while rotating.

The other one is too small to do that so no clue
 
Dans looks like it would be handy when taking or baling hay. A Ford would be a headache to use for either, but a mans got to do what a mans got to do.
 
Wonder if yours might also be a grass shield. Might be it was just made from what he had available. You said it is mounted by two bolts. But it looks like the pin that holds the draw bar is holding it in place. Would like to see how it is mounted.
