Sticking Brakes

You'd figure with the amount of oil that has leaked on to the brakes over the last couple of decades that a sticking brake would be damn near impossible but I've got one after sitting for 4 years.

I ordered an I&T F-04 Shop manual but it won't be here for a couple of days. I was hoping somebody could tell me which way to turn the adjuster so I'd have a shot at being able to move my 9N into my garage without dragging it across my pretty driveway.

Its the right side...

Any other tips to free the brake without pulling everything apart in the street would be greatly appreciated. I plan on new shoes and seals so I am open to drastic measures.

Edit: Forgot to mention that it doesn't run!
 

I've made that mistake in the past as well.

A squirt of PB, a couple of cranks on the adjuster a few taps with the hammer and it became unstuck.
