It took me awhile to figure out what you were
saying:

"Ford 2n top cover was removed, now the lift will
only go up. Upon inspection, the cause seems to be
the Hydraulic Valve Assembly. I can see that it
came out of the two arms. It seems the part on
the end of the valve assembly is broken. How do i
replace it? Can it just be pulled out and new one
put in, or do I have to drop the hydraulic pump?
Any ideas would help."

Or at least I think that is what you were saying.

No do not drop the pump--yes, just pull old one out
and push new one in..Fun part is getting the fork
spread to connect to two ball ears on the new valve.
Not fun but can be done..

I've always found it easier to hook the control valve into the fork by going thru the drain hole in the bottom. I put one side in the fork and then reach in with a long screwdriver and pry against the other side of the control fork and put the other side of the control valve in the fork.
