Mounting bracket on 12v conversion

I installed the kit I purchased from YT on my 2N and it works well other than the fact that the bottom add on bracket seems to keep moving to where the belt rubs the bottom of the distributor (front mt). I've tightened it repeatedly but it keeps pivoting to where the belt rubs...anyone else seen this or is there an easy fix?

Is this the bracket that keeps pivoting?
If so, is the bolt actually coming loose
or are the ears springing together?
If the ears are springing together, you might have
to cut a short length of pipe to fit over the bolt,
between the ears. That would give them something
to tighten against so they couldn't spring in.

yes, that is the bracket. The bolt isn't coming loose so I guess I'll do the pipe trick....thanks for the help
