8n governor

I have an 8n that when revved up and brought back down to idle the hand lever goes thw whole way down but the engine does only goes down about 3/4 i have to reach in behind the carb and touch the butterfly to get to back to idle. i tore the carb apart thinking maybe the butterfly was hanging up but it moves freely and looks fine. I thinking it is the governor somehow i checked the spring on the back of it and it is tight. any ideas?

heck throttle shaft & holes it goes thru in throttle body. If this gets worn & it does, then the edge of throttle plate hits wall of bore & hangs open. Gov is pulling it to side, but your hand it more neutral in rotating shaft.
