The spring puts down pressure on the throttle rod for the lever to stay in the notches of the plate by the steering wheel. If the notches are badly worn and/or the ball in the lever is worn, the lever won't stay where you set it. The lower plate is adjustable to put more tension on the spring.
The bolt in the governor bracket is aligned with a notch in the throttle rod and only holds the throttle rod and governor rod in proper relationship.
