2n engine mystery part

I have my 2n down for an engine rebuild. Now that I am reassembling it I find a part I don't remember seeing when it was coming apart. The part is worn and broken and needs to be replaced. It looks like a washer about 1 1/2 inch in diameter , 1/8 inch thick with a notch out of it at the top and a flat spot below that about 1 inch across making the center hole not round, and another flat spot at the bottom about 1/2 inch across.the sides of the washer are about 1/4 inch across. Does anyone know where it goes and where I can get a new one? This one is broken and worn.

If it was in the bell housing, it sounds like the washer off the
end of a starter drive gear that broke and was left in there.
If that's the case they already replaced it.
 
I don't have a good picture of the washer, but if it is the one
I'm thinking of it would be the one to the right of the spring here.
