2N Governor

I just put a new governor on the 2N. It doesn't seem to work. I have preformed the test of pulling on the throttle linkage with the motor running. The governor does not fight the throttle. It does nothing. Also it won't slow idle. Any help is much appreciated.
 
With the gov off the tractor and in your hand, extend the rod that connects to the carb and give the gear a good spin with the other hand. The rod should retract.
 
I got impatient and took the governor apart. The yoke is not connected to the shaft inside the governor. The rivet that holds the yoke to the shaft is missing. Without that rivet what can I use to connect the yoke?
 
You may be able to find a grooved steel pin (as was originally used) or even an appropriate Spirol pin in the drawers of small hardware/parts at a hardware or "big box" store.
 
I found an appropriate pin to connect the yoke to the shaft in the governor. I did the spin test as suggested, the arm did move back as it is supposed to, but after installing it on the tractor in still doesn't work. So now what?
 
What was the problem with the old governor? Have you called the company that sold you the new one? When it comes to replacement parts for my old tractors (governors, carbs, starters, generators, etc) I always try to find good used ones. I know that doesn't help your immediate problem but I would like to know what was wrong with the original governor.
 
The old governor hadn't worked correctly for a long time either. The pins that hold spring are worn so they don't hold the spring properly and the shaft is loose in the housing. For me I thought it would be easier and quicker to just replace it with a new one. So far that hasn't worked out so well either. The tractor is a '47 so lots of stuff finally wearing out.

So what adjustments or what needs to be done to make the new governor work? Snow will be here soon and I would like it to work properly for snow plowing.
 
I have 2 or 3 governors laying around. I might have one that is serviceable. Will take a look.
 
I have a serviceable 2/9N governor. I removed it from a very early 9N and replaced it with a early 9N gov (difference is the casting material and the provision for an oil line in the later ones). I never ran the motor with this gov. I just took it apart and all appears OK. If interested, send an email. I will make you a good price. I will try it on one of my 9N to make sure it works.
