Maschio (an Italian equipment mfg.) makes pretty good stuff. I have a 60" finish mower they make. If this is a good deal depends on how much it has been used to date. Compared to new it probably is. If it was me I'd be looking for $500 or under for one that appears to have set outside for some time. I did see where Maschio has a new center in Iowa so they appear to be interested in taking care of customers in the US.

He's looking for a 48". (?)

My neighbor said to get one wide enough to till up what the tractor wheel compacts, so is this wide 60" one the way to go?

But then why would he want a narrower one?

The tractor he has may not effectively run a 60" in his soil conditions. An N without an under drive axillary transmission may have too high of a ground speed to run it right too.

Are you also including my NAA Jube with the single tranny N's?

Edit: My tractor width is 6' at the rears because of the 13's.
