I wonder if it had a municipal job sometime in it's past. That yellow is pretty commonly used on municipal equipment of all makes and models.....

The tractor is used in a public environment therefore insurance is needed which requires it to be registered.

That bumber is off about a 1958 and newer Ford and the bumper weights are off of a 1965 and newer 4000, 5000, etc.
That color scheme is not unpleasing to the eye.
