Difference between 2 and 3 relay voltage regulators

Just picked up a new voltage regulator with a p/n 1403.
"A" circuit 6 volt pos ground US made for $25

When I opened it it has 2 relay's as opposed to 3 as in the one I have installed now. I do see the thick coil wires are connected in series vs. the 3 relay VR that has a the relay frames connected in series. Seems like the fine current limiting wires are also there.

Are they the same?
Interchangeable?
One better over the other?

Two relay type combine voltage regulation & current limiting into one relay, whereas the 3 relay type separates current & voltage control. Either will be fine.

Thank you. I was hoping to hear that.
Figured for $25 couldn't go wrong. US made and I think that it is a Wells.
