Follow up Carb question

Thanks to everyone for your time and insights. I posted previously regarding what I think may be a carb problem with my NAA. Another thought occurred to me when I read some of your feedback. When I drained the sediment bowl after checking to make sure I was getting gas flow from the gas tank I re attached the bowl and snugged it up to the gasket. When I turned on the gas the bowl would not fill unless I released it enough to let some air in between the bowl and the gasket. Is this telling me I have some kind of problem with a vent somewhere? Should the sediment bowl fill with gas when it is tight to the gasket?
 
don't know if its a problem, my jubilee does the very same thing when ive been into the fuel system, cranking the engine a little bit will get the fuel to flow and then fill the carb as always I thought maybe a stuck float, but that would be against gravity and unless its binding on the carb casting which is possible if the shaft for the float in a carb kit is too long

This could be looked at as a good thing. Your needle in the float bowl is creating a positive seal causing gas and or air not to flow down from the gas tank. Gas is not flowing into the sediment bowl cause it is full of air which is displacing the gas. Run the engine which uses up the gas in the bowl and you will begin to see a flow into the sediment bowl provided no other obstructions are present in the gas line.
 
If you think about it 2 fluids can not be in the same space at the same time and yes air if a type of fluid. Just like if you put your finger over a soda straw and stick it into a glass of water that water does not enter the straw till you remove your finger same thing applies to the sediment bowl
