1-3/8 PTO shaft question

I just got a 1-3/8" replacement PTO shaft, the bare shaft that comes without the bearing cover etc.

It came with two sleeves on the rear end, one which appears to be riveted to the shaft and one that is just pressed on.

I assume that I am supposed to remove the non-riveted, rearward collar in order to install the bearing. But that collar is on so tight it has foiled my usually-reliable puller.

So before I deploy the oxy/acetylene I thought I ought to check and make sure that collar is really supposed to move, and that I am not missing something obvious.

(OK, OK, I was warned. Should have bought the whole assembly!)
 
It's the sleeve that the oil seal runs on. Ford part # 9N-735.

The new shaft came with it already installed, very very tightly, and I can't install the bearing until I get it off. Don't know why they couldn't have taped it or tied it to the shaft, rather than (?) pressing it on.
 
Figured it out. The bearing is removed in opposite directions on the original shafts and the upgrade ones. On the original shaft the outer collar is the "removable" which must be pulled to get at the bearing. On the new 1-3/8' conversion shaft the outer collar is the fixed one - well, pretty well fixed - and not intended to be casually removed. So I was trying to pull the wrong collar, and cursing Tisco for pressing it on so hard.

I had assumed the inner collar was non-removable, because it appeared to be riveted on, but what I took for a rivet was actually a taper pin which is easily driven out with a hammer, giving access to the bearing.
