pegged out proof meter

I got my "free" 8N running today, with a fresh rebuilt carb and tune up.

I noticed that the proof meter is pegged at idle. It does come back to zero when you turn the engine off, but pegs again as soon as you start her up. I'm not sure how old the proof meter is as I did not install it, but it looks almost new.

Is it possible that it is installed incorrectly or needs a different gear (like a speedometer) or is it just broken?
 
There was a problem with some of the imported proofmeters
a few years back.
That was the symptom.
I can't remember which country of manufacture.
I remember buying one from an online vender, who was selling them as faulty if you wanted one cheap.
I took one to fill the hole on a tractor that had nothing.
looked really good for $6.
I don't really use them anyway.. The engine sound will tell ya what you need to know.

It does look good. :) . I have a dwell/tach meter, I can get a feel for where 540 rpm is and do it by ear, but being new to this arena, I'll take all the help I can get.
