Removing a timing cover for an 8N

I have a cover that has been modified to power a hydraulic pump for a high lift bucket. There is, according to the parts list, supposed to be what I have heard a 1 5/16 bolt head for removing the hand crank ratchet. Because of the modification for the pump drive I have no room for a socket because there is a hex collar around the bolt. There is what appears to be a flat blade notch in the top of the bolt that I have inside the hex opening. I tried an impact driver but not too long in case I might damage the bolt head. Is this bolt supposed to be very tight? Can it be removed with just and impact driver? An archived discussion on this topic listed that the bolt has RH threads, that was a good tip.
I am also having problems getting the fan belt pulley off also. there are 2 Allen set screws that I removed but the pulley is not moving. Any other ideas
