8N Locked in Position Control

The title says it all. the lever is locked in the up position. Any ideas?

try some penetrant and a lil tapping... might just be rust!

I would go gentle on the tapping. I would also try moving the lever when the lift is lowered and then when it is raised (without any weight on it). I assume you want to use a bottom plow with the tractor, because that is about the only time you would want draft control
