Seems like everyone thought my front ballast was a good idea so I decided to improve on it.

There used to be 6" of useless bolt threads sticking out threatening the front tires. the crossbar was just floating around and the PO had tied the bar with a piece of lamp cord to the front of the bumper but it was still able to drift and the groups of weights could also roll.

I put plastic PVC sleeves through the weights to tighten them up on the bar. For the clamps I cut a giant shackle in half. It still needs a little improvement -- a spacer between the inside of the weight groups that comes up against the clamp so that when tightened the weights don't all tip upward and away from the flatbar backs on the clamps.
