8n enigine on 9n tractor

I have a 9n tractor that has a engine that has been replaced with a 8n engine I believe to be a 1950 engine. I finally got the tractor running after I rebuilt the distributor, point, rotor, and coil and rebuilt the carburetor. I now have a problem I believe with the governor but when taking it off and checking everything it looked good, ball are round and the lower and upper races have no grooves, I put back together. I am now thinking from looking on this site that since the arms are different on the governor from the 8n and the governor on the 9n that they might have just used the governor that came with the newer 8n and hooked it up to the 9n linkage which is very different??? If this is the case how do I fix or what do I do? the tractor start and will idle fine but I have no or very little difference when I try to move the throttle up. I don"t believe that the linkage was binding but I cleaned the connections. Any help would be helpful.

Ok, then you have the correct governor. It may not be working or might have some issue keeping it from working correctly, but it is the right one for your tractor.
