Ford 8N wont start

I have a Ford 8n 1950 with side mount distributor. It has been converted to 12v. Fresh gas, new coil, new plugs,new wires. It gets spark to all plugs is timed TDC number 1. proper gap in plugs. The exhaust is sucking air and carb blowing air. I took the head cover off and turned engine all values are moving none stuck. What am I missing?

What else has been done to it since it last ran?

ow sure are you that the timing marks on those two gears were aligned correctly?

Yea if it's sucking at the exhaust and blowing out the carb your valve timing is off. JMOR is right. You are going to have to pull the front cover off and set the crank/cam timing according to the book.
